EU stops Vista users upgrading to Windows 7

According to Techradar due to the EU stopping Microsoft including IE8 in Windows Version 7, this will stop new Vista users upgrading to 7. Instead they will need to do a full re-install of the OS.
So, Thats not going to happen then.
What a mess.
Maybe I need to move out of the EU.
